The significance of research can't be described in words. The main
purpose of the research is to analyze the problems or to do the detailed study
of the specific problems, by making use of special scientific methods. The
ultimate goals are to provide the best solutions for the problems. However, The
research policies of HEC Pakistan do not seem to have any connection with these
goals so far.

HEC Pakistan – New Research Policy for PhD Doctors and Researchers |
Recently HEC Pakistan has developed a new research policy that has put some international journals into different categories. HEC journalrecognition system (HJRS) categorized the journal into three different categories W, X, and Y. According to HEC Pakistan, the journals categorized based on the relative position and international benchmarks.
Questions
First and foremost, are the world and our research problems the
same?
The second question is what will be the benefit to the nation for
this policy? Does the world readily accept Pakistan's research?
Do the Pakistani Universities have the capability to conduct
research meeting the international norms?
Who gives suggestions to HEC for this step? Pakistani research
experts?
Do the HEC personally aware of the inner face of Pakistani research
experts?
Here is the actual face of few so called (research experts) associate professors, professors, chairman and deans of the Pakistani
universities.
“Yar mujy promotion kay liy aor professor bannay k liy ak research paper ki
zarorat ha plz apnay research paper ma mera name dal dyna"
“Tum Bahut he Na laiq PhD k student ho abhe tak aik paper bhe
publish nahe kia? Suno agar PhD karni ha tu paper ma dosra name mera ho aor 3rd
name meri beti ka ho ya mery dost ka ho"
“Ma tumhari PhD nahe honay don ga jab tak tum elseware k journal ma
paper nahe publish karty aor us ma dosra name mera ho"
Other tweets and videos coming soon with evidence.
Is there any Pakistani research journal that has an impact factor
of more than 20?
Drawbacks
Let's analyze the drawbacks of this policy:
Pakistani doctors who have a Ph.D. from abroad will go up and those
who are doing PhDs from Pakistan will be further crushed. International
journals have more trust and prefer on international students. Again it will
contradict the HEC scholarship policies for Pakistani Ph.D. students. Has HEC got
any benefit from the people who took millions out of Pakistan in the name of a
Ph.D. research grant or scholarship and nowadays they are living a good life
outside?
Those who have more money will publish the paper with money and
those who are poor will be left behind. This policy will increase corruption
and it will not give Pakistan anything. Work with the intellect and create
policies that benefit young people and not the older Ph.D. doctors who have
eaten the whole country’s economy.
The current research policy shows that the HEC top management is
against the research or they are not aware of the real issues. They want the
nation's researcher and Ph.D. doctors to stay behind the truck lights and not
come forward.
The situation with our universities is that, first they buy things
(research equipment) and then don't use them for 20 to 25 years so that the
research equipment doesn't get damaged. When that thing (research equipment) is
outdated, millions of rupees are corrupted to get it fixed. Before implementing
this step, HEC Pakistan first create a research environment, research ethics and research
capacity in the Pakistani universities.

We publish 6 research articles in journals of International repute from our thesis related research in University of Peshawar, Pakistan. It means your claim that journals don't trust national researchers is not correct.
ReplyDeleteHave you check the category (X, Y,and W) of those international reputable journals at HEC (HJRS sytem), in which you publish the papers?
DeleteDo you have 6 Elsevier publications in one year? Do the have journals have more than 5 impact factor, in which you publish the papers?
Stop PhD in Pakistan, our research facilities are not enough, the whole PhD just rely on the analysis from different labs and compiling the data. Not even a single whole experiment is done by so called doctor of philosophy :-( at the end they are just increasing number of unemployed PhDs in Pakistan.
ReplyDeleteDear this is not the solution, actually we need sincere, young and talented person for education sector. Ap agar thora sa ghoor karain to ap ko maloom hoga tamam bari posts par borhy log chamtay hoay hain aor jab ap en borhay logo k asasy dekhain gay to pher bary bary corrupt politicians ko bhool jaen gay... There is enormous corruption in higher education sector.
